Jeff Wrede of Momentum Design Group Inc. requests a Zoning <br />Code Amendment (ZA2008-001) facilitating construction of a drive- <br />thru at the south end of the edsting building located at 2051 Silver <br />Lake Road. Report No. 08-073. Ordinance No. 756. <br />City Planner, Janice Gundlach explained the property currently is occupied by <br />Hollywood Video. The applicant has requested an amendment to the zoning code <br />related to parking requirements in addition to requesting an amendment to allow <br />for construction of drive-thru at the south end of the building. Hollywood Video <br />has filed for bankruptcy and its future is not known at this time. The applicant is <br />hoping to attract new tenants as a result of improvements made to the building. <br />the proposed plans were displayed, showing a three tenant building, with a drive <br />thru at the south end. the full access point on the south would be closed, with a <br />new exit only access being constructed to the east Councilmemberpoffing <br />expressed her concern with a restaurant being allowed in a:residential area <br />Additionally Councilmember Doffing was not in favor of the drive -tlu u traffic <br />pattern. Ms. Gundlach explained the zoning code amendment would allow <br />reduced setback for a parking lot, and does not allow for any ability to regulate a <br />drive-thru. Councilmember Bauman also expressed concern with the flow of the <br />drive -du u traffic, as it relates to parking. <br />Jeff Wrede representing Momentum Design Group, Inc. stated that a site plan <br />has not yet been submitted to the City. Once the Special Use Permit isroved, <br />•a site plan will be submitted, and residents will be notified. Peak times opp <br />perspective tenants would likely be staggered minimizing parting lot congestion. <br />Councilmen-ber Doffing questioned the next public meeting related to the <br />proposed drive-thru. Ms Gundlach explained the Special Use Permit would be <br />applied for, neighbors within 350 feet would be notified, the Planning <br />Conun ssion would hold a Public Hearing, and the item would be before the <br />council the end of March probably. <br />Jim Tri, 2433 Mounds Ave reported his concern with traffic. It was suggested <br />that Public Safety address this concern in the future. Mayor Larson clarified that <br />tonights action is only to approve the ordinance amendment <br />Motion by Councilmember Burg seconded by Mayor Larson to adopt the attached ordinance <br />amending Section 11-020 (6) of the Zoning Code. <br />4 Ayes- 0 Nays, Motion Carried <br />4. Resolution No. 08-024. <br />City Planner, Janice Gundlach explained this is a consideration of a 180 day <br />•extension. These items were approved in June 2007. This Special Use and Site <br />Plan approval expire in the event a Building Permit is not obtained. A written <br />request for an extension was received February 11, 2008 Brom the applicant. It is <br />staffs recommendation to approve the 180 day extension until June 25, 2008. <br />3.
