PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Regular Meeting — February 19, 2008 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Bruce Howard, Jim O'Brien, Tom O'Keefe, <br />Karen Mann, Norm Schiferl, and Paul Zisla. <br />Absent: <br />Also Present: Sharon Doffing, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for January 15, 2008 were approved. <br />Council Action: Council Member Doffing handed a memo from Krass Monroe regarding the <br />finances for the Northwest Quadrant to each Commission member. She then read the memo, <br />which covers the City's investment in the development and the estimated costs over the next <br />several years. She stated that the Council recently held a work session to discuss the Litigation <br />process with Rottlund Homes and reported the Council packets, agendas and minutes would be <br />placed on the City's website for public review. <br />Public Hearing: SP2008-002 Special Use Permit Amendment to a Previously Approved <br />Special Use Permit Allowing for the Car Wash Exit Door to Remain Open during the Dry <br />Cycle at 201 County Road E2 <br />Gundlach reported that the applicant has withdrawn their request for an amendment to the <br />Special Use permit and would be resubmitting for a new Special Use Permit and Site Plan for an <br />addition. Robert Foster, attorney for the applicant, and Dave Kroona, owner, approached the <br />Commission. Foster explained that a new Special Use Permit would be applied for a ten foot <br />addition to the northern end of the car wash, which would allow the applicant to enclose the <br />dryers to operate with the doors shut. <br />Mann asked if the car wash was operating under restricted hours. Kroona replied that there was <br />no restriction placed on the car wash at the last meeting and they are operating under the normal <br />business hours, however there is less traffic through the car wash since it is winter. Foster added <br />that the addition would begin in April and should be completed by summer. <br />Public Hearings: RD2008-001, LP2008-001, MS2008-001 Planned Residential <br />Development, Site Plan, and Minor Subdivision to Permit Construction of a 6 -Bed <br />Christian Science Nursing Facility/Inspiration Center <br />Gundlach reported the applicant is requesting Preliminary Planned Residential Development and <br />Site Plan approval to allow construction of a 6 -bed, 10,217 s.f. Christian Science nursing <br />facility/inspiration center. In addition to 6 nursing beds the facility will provide 2 rest and study <br />suites. The Commission considered this item and opened the public hearing on January 151n <br />While no residents spoke at the public hearing the Commission ultimately tabled the application <br />due to concerns of inadequate separation of the surface parking lot and single family home to the <br />east. Since the January meeting staff has heard from several neighbors, all opposed to the <br />project. Also, the applicant held a neighborhood meeting on Sunday, February I 01 where 6 <br />
