CITY OF NEW BRIGHTON
COMMUNITY DEVELOPMENT DEPARTMENT
MEMORANDUM
DATE: March 21, 2008
TO: Dean Lotter, City Manager cv__
FROM: Grant Fernelius, Community Development Director
SUBJECT: March 25th Work Session on Environmental Conditions
As you know, next Tuesday we have scheduled time at the work session to provide the
City Council with an update on the environmental efforts that are underway in the
Northwest Quadrant. Attached is a four page background paper prepared by Barr
Engineering that describes the status of the clean-up program for the east and west
segments of the project.
In addition, Barr has prepared a chart which shows some analysis concerning the east
side remediation plan. The chart is intended to show the relationship between the cost
to remove dump material and the amount of developable land that could be created.
The current clean-up plan is shown in the lower left hand corner (roughly 200,000 CY at
a cost of $8.OM +/-). As additional dump material is removed the cost to remediate
increases significantly; with a moderate increase in developable land area. The point of
this exercise is to demonstrate the cost/benefit of removing additional dump removal
beyond the current Response Action Plan (RAP).
Dan Fetter will be present to provide a summary of what is happening and answer
questions. We recognize that there is a lot of information to cover, but we hope this
gives a better sense of the work that is going on behind the scenes. We look forward to
a good discussion.
