Johnson, Assistant to the City Manager <br />CITY MANAGER'S APPROVAL: <br />No continents to supplement this report / //I Comments attached <br />Recommendation: V <br />City Council approval of the 2008-2009 Master Labor Agreement between Law Enforcement <br />Labor Services Local (L.E.L.S) No. 263 (Sergeants) and the City of New Brighton. <br />Legislative History: <br />City staff and L.E.L.S. have been in contract negotiations for the past five months and have successfully <br />negotiated a contract agreement pending City Council approval. Through the mediation process, <br />representatives from the City and L.E.L.S. No. 263 have agreed that the two sides will begin to utilize <br />comparative salary data that takes into consideration base pay, longevity pay, and educational incentive <br />pay for future contract negotiations. For future contracts, City staff will review the annual compensation <br />of the sergeants group and compare that data to New Brighton's eight comparable cities (Crystal, Fridley, <br />Golden Valley, New Hope, Richfield, Roseville, Shoreview, and White Bear Lake) for law enforcement <br />services. <br />The following is an overview of the City's proposed agreement between Law Enforcement Labor <br />Services Local (L.E.L.S) No. 263 (Sergeants) and the City of New Brighton. <br />Explanation: <br />Duration: <br />The City of New Brighton and L.E.L.S. No. 263 (Sergeants) have reached a tentative agreement on the <br />2008-2009 labor contract. This is a two-year contract that will conclude on December 31, 2009. <br />Wages and Insurance: <br />The contract provides for a 2% cost of living adjustment (COLA) effective January 1, 2008 and a 2% <br />COLA increase on July 1, 2008. The union contract also specifies a 2% cost of living adjustment <br />(COLA) effective January 1, 2009 and a 2% COLA increase on July 1, 2009. <br />The health insurance contribution in 2008 will remain consistent for all non-union and union <br />employees. In 2008, the employer will contribute $500.00 per month for single health insurance and <br />$700.00 per month for family health insurance coverage. Those employees that opt -out of the City's <br />health insurance coverage will receive $265.00 per month that may be applied to other benefits offered <br />in the cafeteria plan or received as additional compensation. The contract also provides for a re -opener <br />to discuss health insurance benefits for 2009. <br />Beginning January 1, 2008 members of L. E.L.S. Local No. 263 have agreed to contribute 1 % of their <br />annual compensation into a City sponsored retirement health savings plan. The contributions will be at <br />the expense of the employee.
