RESOLUTION NO. <br />08-035 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />RESOLUTION ESTABLISHING RAILROAD CROSSING POLICIES <br />WHEREAS, The City of New Brighton has identified at -grade railroad crossings at <br />I" Street SW, I" Street NW (3 tracks), 81i Street NW, 14'" Street NW, Knollwood Drive <br />and Spring Creek Drive; and <br />WHEREAS, The City Council of the City of New Brighton desires to maintain and <br />enhance the safety and security of the traveling public over these crossings; and <br />WHEREAS, The Minnesota Department of Transportation determines a priority <br />list for crossing safety improvements. The priority list factors include such elements as <br />train speed, train volume, average daily traffic and accident history, are calculated by <br />formula; and <br />WHEREAS, The cost to install railroad crossing flashing lights and gate signals or <br />improved surface crossings is significant. Typically, 90 percent of the cost of a light and <br />gate installation is federally funded with the local government jurisdiction, city or county, <br />paying the other 10 percent and the cost to install concrete surfacing at an at -grade railroad <br />crossing is typically 100 percent funded by the local government jurisdiction. <br />NOW, THEREFORE LET IT BE RESOLVED, by the City Council of the City of <br />New Brighton that the following: <br />1. All Railroad lights and gate signals or improved surface crossing must be <br />approved by City Council Resolution. <br />2. It shall be the policy of the City to install railroad crossing flashing lights and <br />gate signals when approved and funded by State and Federal jurisdictions. <br />3. It shall be the policy to improve at -grade railroad crossing surfacing when: <br />A. The crossing is over a Municipal State Aid Street and the crossing <br />experiences significant traffic from heavy trucks or a large volume of <br />vehicle traffic at speeds above 25 mph, where a smooth ride is <br />important; <br />B.
