City of New Brighton requests approval of Zoning Code Amendment <br />(ZA2007-003) impacting Chapter 9 ofthe Zoning Code concerning electroiuc, <br />changeable copy signs. Report No. 08-091. Ord nanceNo. 758. <br />City Planner, Janice Gurxllach explained that amoratorium was adopted in March 2007. <br />Ms. G ndalch provided an overview of staff's research in the past year. The proposed amendment <br />would establish uniform regulations, requn-e little interpretation, in addition to clearing up <br />conflicting language in the current caning code. The amendment proposes limiting flashing to <br />once every 45 seconds, a separation of35feet, and brightness limitations. Ms Gundlach explained <br />the measuring ofbnghtrress, explaining compliance determination can be difficult. <br />Staffrecommends amanufacture's certification that the signs will not exceed the following levels: <br />Daytime- 5,000-7,000 nits <br />Nightfune-500 nits <br />The Planning Commission recommends approval ofthe ordinance. Councilmemberr Phillips <br />suggested following Mn DOT with the 8 second flashing limitation instead ofthe proposed 45 <br />second time. The other Councilmembers agreed with Councilnember Phillips. <br />Motion by Councilmember Phillips, seconded by CouncilmemberDoffing to approve the <br />ordinance with the following change: <br />' The flashing standard be changed from the proposed 45 seconds, to follow the MnDOT standard <br />5 Ayes— 0 Nays, Motion Carried <br />Commission Liaison Reports, Announcements and Updates: <br />Dean Lotter <br />Mr. Lotter reported the TIP pooling of district 26 was adopted, the other two TIF pooling districts <br />have not yet had a hearing The $6 million bonding bill did not make it to the House or Senate. <br />The Employee Appreciation breakfast was held March 6a'. Deputy Director Dan Olson was <br />awarded the Michael J. Walker Spirit Award. Mr. Lotter requested Council direction on Advisory <br />Commission terms that are expiring March 31, 2008. Council requested applications to review. <br />Coumcr7member DofTmQ <br />Councilmember Doffing described 2007 as a Banner Year for the City, and extended her gratitude <br />to City Staff for all their contributions Congratulations were offered to Deputy Director Olson on <br />his receiving the Michael J. Walker Spirit award.
