February 12, 2008 <br />Council Business <br />1. Consideration of Resolution in Support of Special Legislation for New Brighton in <br />Conjunction with the Northwest Quadrant. Report No. 08-057. <br />' Resolution No. 08-015. <br />Director of Community Development Grant Femelius outlined some bacicgmu nd related to the <br />request It was reported that the Cityis dealing with a number ofc hallenges; including envimnimental <br />clean-up. The City is requesting additional assistance to address these challenges. The first being a <br />request for $6 million in bond money to help pay for soil gas collection system for the east side ofthe <br />NWQ. Secondly, is a request to extend the TIF districts established in the Northwest Quadrant. <br />Thirdly a request would be made to use revenues from other New Brighton TEF districts. <br />Councilmember Bauman expressed her disapproval with this action, and she stated she would have <br />liked to see more opportunities presented Jim Casserly (Krass Monroe) explained the unfavorable <br />circumstances on the slow housing market, an increase in remediation requirements and costs, and the <br />delay in property acquisitions. CouncilmemberPhillips stated that by not acquiring the funds from the <br />TIF districts, the monies needed for essential city services are compromised. <br />Motion by councilmernber Phillips to move adoption ofthe resolution with the deletion ofTIF district <br />26 from the request. <br />Motion failed for lack ofa second <br />Counc OmerrberPhillipsrekautedthat other TIF districts were never intended to pay for Northwest <br />' Quadrant expenses. <br />Jim Casseiyexplained that debt issued for TIF district 26 is being paid through an internal transfer <br />fund. (fiord 460). <br />Councilmenber Doffing read through the material presented at an earlier worksession detailing the <br />costs associated with the projected expenses. Because ofthe situation; Councilmenber Doffing stated <br />she would support the resolution. <br />Motion by Councilmemberpoffing, seconded byCouncUmerrnberBurg to adopt the resolution to <br />consider Special Legislation related to the Northwest Quadrant. <br />3 Ayes -2 Nays, Motion Carried <br />Ayes: Mayor Larson, Councdmenbes Doffing and Burg <br />Nays: Councihnembers Bauman and Phillips <br />2. Consideration of making available City Council packets on the City's website. <br />Councihnember Doffing reported that she has requested the Council packets be made <br />available online for some time. IT Administrator, Andre Barte reported that City Staffis cu reidyin <br />' the process ofrefining its electronic file structures, in order to put the information online. <br />Councihnember Phillips suggested making packets available online by the Monday prior to the <br />Tuesday Council Meeting, <br />Corma7 Bashiess <br />1.
