There is a significant difference in costs between the two approaches. Staff is hopeful that a meeting would be held <br />within the month. He added that City is asking for $6 million in the state bonding bill to fund the gas collection system. <br />0authold asked for the status of the removal of the cell tower. Black replied that staff is still working with the company <br />to find an appropriate site for the tower. Currently, it appears that there is not an appropriate site in the Northwest <br />Quadrant. He added that staff is waiting to learn the search parameters from the company to determine a possible <br />location. <br />Black reported that staff would soon be meeting with hotel developer again. The current issue is the location of dump <br />material relative to the proposed building and the timing to construct the gas collection system. <br />Railroad Team Track and Wye <br />Fernelius announced that the recording of the plat for Estes Express is underway. The City had a meeting with the <br />railroad in January to discuss how the wye would be constructed. First Street SW would be closed for three to four days, <br />with a temporary access around the road construction, while a Magellan pipe is enclosed under the crossing. The <br />abandonment application is in Washington, D. C. and staff is anticipating a favorable ruling. Kaufhold asked how the <br />wye would affect the train traffic in the City. Femelius replied that the coal trains would no longer block the City <br />intersection and the numbers of trains that block intersections for switching would be reduced. <br />Commission Organization <br />Lotter reported that the Council discussed and tabled a decision on a task force for the financial oversight of the <br />Northwest Quadrant. Staff is working on an ordinance to formalize the process by which commissioners are chosen; he <br />added that there was no discussion regarding abolishing the EDC. Harmon suggested that the Council be very clear about <br />its objectives and rationale for the task force. Lotter replied that staff is currently working on the modeling that the <br />*ouncil has discussed the task force undertake, and suggested that it may take a significant amount of time to educate the <br />embers on the task force about all of the scenarios. <br />Neighborhood Meetings <br />Black announced the next two neighborhood meetings would be at Hansen Park, on March 12"', and Freedom Park, on <br />March 19`n. Lotter added that the meetings have been well attended and staffs have been using these meetings to gather <br />ideas for the spring Town Hall meeting. Larson added that the neighborhood meetings would be shifted to another night <br />of the week next year to avoid conflicts with Lenten services. <br />Chamber of Commerce Report <br />Nelson inquired if there was a new Chamber president yet. Black replied that one has not yet been hired. <br />Miscellaneous Items <br />Kauthold asked for a description of the proposed sign ordinance. Femelius replied that Council reviewed an amendment <br />to the sign ordinance which would regulate how dynamic signs are used in the City, including brightness and movement. <br />Larson added that the signs would be allowed to change every 45 seconds. <br />Kaufhold asked how the south entrance to the Hollywood Video building would be changed. Lotter replied the southern <br />entrance would be changed from a two way in and out to an exit only, similar to what is at Limu Coffee. <br />*djournment <br />e meeting was adjourned at 8:17 a.m. <br />Page 2 of 2 <br />
