S W ~'L.t~ introduced the following resolution, the readi~g of which was dispensed with by unanimous consent, and moved its adoption: CITY OF NEW BRIGHTON COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 03-081 A R~iSOLUTION RESTATING AND MODIFYING THE DEVELOPMENT PROGRAM AND i if AX INCREMENT FINANCING PLANS FOR DEVELOPMENT DISTRICT NO. 1 ANDiiTAX INCREMENT FINANCING DISTRICTS NOS. 2, 4-20, 23, AND 25-29, CRE)\TING TAX INCREMENT FINANCING DISTRICT NO. 30 AND ADOPTING A TAX INC~EMENT FINANCING PLAN RELATING THERETO. :: BE IT RESOLVED by the City Council (the "Council") of the City of New Brighton, Minn~sota (the "City"), as follows: " Section 1. Recitals. ,: 1.01. It has been proposed that the Council approve and adopt the proposed resta~~d and modified Development Program (the "Program") for Development District No. ;1 (the "Project Area") reaffirming, clarifying and reflecting estimated revenues, estirri~ted expenses, parcels which may be acquired, increased geographic area, incre~sed project costs and increased bonded indebtedness, pursuant to and in accon:iance with Minnesota Statutes, Sections 469.124 to 469.134, inclusive, as ame~ed and supplemented from time to time. 1.02. It has been proposed that the Council approve and adopt the proposed resta~ed and modified Tax Increment Financing Plans (the "Existing TIF Plans") for Tax IncrE\rrnent Financing Districts Nos. 2, 4-20, 23, and 25-29 (the "Existing TIF Districts") reaffl,ming, clarifying and reflecting estimated revenues, estimated expenses, parcels whicH may be acquired, increased geographic area, increased project costs and incr~ased bonded indebtedness within the Project Area, pursuant to Minnesota Statutes, Secti9ns 469.174 to 469.1799, inclusive, as amended and supplemented from time to time: 1.03. It has been proposed that the Council approve the creation of proposed Tax Incr~tnent Financing District No. 30 (the "Proposed TIF District") within the Project Area and l<!lpprove and adopt the proposed Tax Increment Financing Plan (the "Proposed TIF Plan'n relating thereto, pursuant to and in accordance with Minnesota Statutes, Sections 469.174 to 469.1799, inclusive, as amended and supplemented from time to time. , 1.04. The Council has caused to be prepared and has investigated the facts with resr:#ct thereto, a restated and modified Program for the Project Area and restated and
