1BUMNOf <br />the city that sf <br />REQUEST FOR COUNCIL <br />CONSIDERATION <br />DRAFT <br />NEM DESCRIPTION: APPROVAL TO ACCEPT THE MINNESOTA DEPARTMENT OF <br />NATURAL RESOURCES "LOCAL TRAIL CONNECTIONS" GRANT. <br />DEPARTMENT HEAD'S APPROVAL: Sandy Breuer, D}rect4j�of Parks and Recreation <br />CITY MANAGER'S APPROVAL: <br />comments to <br />Recommendation: To waive the reading and adopt the resolution authorizing the approval to <br />accept the Minnesota Department of Natural Resources (MN DNR) "Local Trail Connections" <br />Grant. <br />Legislative History: City Council approved the application process through the MN DNR on <br />February 14, 2006 & February 13, 2007 which we did not receive. City Council approved the <br />application process again on January 22, 2008 for the third solicitation, which in turn we <br />received. <br />Financial Impact: <br />The Local Trail Connection Program Grant is a 50/50 "cash match" reimbursement grant This <br />means the grantee (New Brighton) must complete the project and fully pay for it, produce <br />documentation that shows actual expenditures and then New Brighton will receive half of what <br />was spent up to $100,000. All costs submitted for reimbursement are subject to eligibility <br />requirements. Any costs incurred prior to a project's authorization are not eligible for <br />reimbursement. The grant is for $100,000, the submitted project will cost approximately <br />$260,000. This submitted amount did not include $100,000 for 3 pieces of art work and will not <br />be included for purposes of this grant. <br />Explanation: <br />As part of the Northwest Quadrant planning process, staff and the development team have been <br />working to safely integrate the new neighborhood with the community. A primary method for <br />accomplishing this is through the development of a comprehensive trail and sidewalk system that <br />will allow residents, visitors, and the business community to freely access Long Lake Regional <br />Park and the adjoining parts of the community. <br />The Northwest Quadrant and Long Lake Regional Park are bisected by a private rail line. The <br />purpose of this project is to provide safe access to the park by improving the connection on the <br />west side of Old Hwy 8, at the southern end of the development (under the existing railroad <br />bridge). <br />Previously, the City Council has adopted the Northwest Quadrant Framework Plan, the <br />Northwest Quadrant Design Guidelines and the Parks, Recreation and Trails Strategic Plan <br />which all support the importance of trail connections. <br />I:I000NCA.4tEPOATSUA08Wrke and Aeae %ApK.v measylt D L Tull Cumetione Cnao-d <br />
