<br />H <br />II } <br /> <br />!1 <br /> <br />~I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />, <br />i <br />I <br />I <br /> <br />Ii <br />I. <br />'I <br /> <br />II <br />!! <br />Ii <br />Ii <br />II <br />!I <br />Ii <br />,I <br />I <br />I <br />Ii <br />II <br />I <br />I <br />I <br />I <br />I, <br />II <br />II <br />'I <br />I, <br />!I <br />II <br />Ii <br />I <br />II <br />II <br />Ii <br />ji <br />II <br />Ii <br />II <br />Ii <br />" <br />, <br />I <br />I <br /> <br />complimentary with the existing feel and VISion of Arden Hills providing for economic <br />development, housing opportunities, and recreational access in a connected community; and <br />WHEREAS, Arden Hills has been informed of the desire of the United States Postal Service <br />to study consolidation and relocation of major distribution centers to TCAAP, <br />WHEREAS, the presence of the United States Postal Service on the TCAAP site would <br />require additional city services and responsibilities while depriving the city of needed tax base to <br />pay for such services; and <br /> <br />WHEREAS, the presence of the United States Postal Service on the TCAAP site will risk the <br />financial viability of the TCAAP redevelopment by providing fewer acres to offset the costs for <br />remediation necessary to implement the late Congressman Bruce Vento's vision for the site; and <br /> <br />WHEREAS, The City of New Brighton has considered the request by the City of Arden Hills <br />to support its opposition to the United States Postal Service Distribution Center and agrees with <br />their position. <br />NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of New <br />Brighton, Minnesota, has determined: <br />1. The proposed post office facility is not compatible with the vision of the Vento <br />Plan or the TCAAP Framework Plan since a large postal distribution facility will <br />negatively impact the mixed use character of the Vento Plan so as to endanger, if <br />not preclude housing, commercial, and recreational development. <br />2. That to adopt a disjointed development model involving the United States Postal <br />Service would undo the years of planning and preparation by numerous <br />individuals and groups to prepare for the reutilization of the site. <br />3. That a large postal distribution facility would create more adverse noise, traffic, <br />and visual impacts than any other use indicated in the Vento Plan. <br />4. That this use does not promote the health, safety and welfare of the citizens of <br />Arden Hills. <br />5.
