J · <br /> r ~ <br /> I <br /> RESOLUTION NO 2233 <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION MAKING FINDINGS OF FACT AND APPROVING APPLICATION <br /> FOR VARIANCE VN-206 <br /> WHEREAS, An application for a variance entitled VN-206 <br /> has been made by the R.C.E. Corporation to permit an increased <br /> number of dwelling units under a Planned Residential Develop- <br /> ment for property located south of Mississippi Street, north <br /> of Rice Creek Road and west of Rice Creek Shopping Center. <br /> WHEREAS, The procedural history of the application is as <br /> follows: <br /> I, I. That an application for VN-206 was filed with the <br /> I' <br /> II City of New Brighton on June 13, 1979. <br /> ,1 2 . That such application was reviewed by the New <br /> II Brighton Planning Commission Board of Review on <br /> I I <br /> I June 19, 1979. <br /> , I <br /> 3. That the City Council, pursuant to published and <br /> mailed notices, held a public hearing on July 10, <br /> 1979, all person's present at the hearing were given I <br /> I <br /> an opportunity to be heard. I <br /> I 4. The written comments and analysis of the City staff <br /> II the Planning Commission minutes and recommendations <br /> ! were considered. <br /> I NOW THEREFORE BE IT RESOLVED, that the New Brighton City <br /> II Council makes the following Findings of Fact in respect to <br /> VN-206. <br /> II <br /> II I. That the property is currently zoned mostly B-3, I <br /> II General Business. <br /> i <br /> 2 . That the property is surrounded by a mixture of <br /> II land uses which include single family homes to the <br /> r west, two-family homes to the north, a shopping <br /> I center and intense commercial area to the east <br /> I and a medium density rental apartment complex to <br /> j the south. <br /> 3. That the proposed Comprehensiv~ Plan indicates the <br /> property in question as a low density residential <br /> I area. Further, that a slightly higher density <br /> could be considered provided the development plan <br /> provides adequate amounts of private open-space and <br /> land for public park use. <br /> I 4. That the Comprehensive Plan states that development <br /> I <br /> of the subject property should be through the <br /> I Planned Residential Development (PRD) procedure and <br /> should include a variety of housing types. <br /> I' 5. That the Comprehensive Plan also indicates that the <br /> I northwest corner of the City is the only remaining <br /> I, neighborhood not served by a neighborhood park. <br /> 6 . That the Park Board has indicated a desire for a <br /> I park of up to 7 acres at the location in question. <br /> 7. That the applicant has applied for and the City Council <br /> has approved a preliminary PRD application that <br /> includes a variety of housing units and a 5 acre parcel <br /> I proposed to be dedicated for a public park. <br /> I <br /> II <br /> I <br /> J I <br /> it <br />
