<br /> , <br />. . f ~. <br />( " <br /> RESOLUTION NO. /6 I <br /> . <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> VILLAGE OF NEW BRIGHTON <br /> RESOLUTION TRANSFERRING FUNDS FROH THE WATER AND SEWER FUND TO THE <br /> GENERAL FUN.D <br /> N.HEREAS the Village Council members who are compensated spend part of their time <br /> jn water and sewer matters and the organization to which they have memberships <br /> iiscuss matters partaining to water and sewer; and <br /> '~S substantial portion of the Village l~nager's time is devoted to the oper~ <br /> ~tion and administration of the water and sewer facilities; and <br /> '~S considerable time is spent by the Clerk-Treasurer's office in establish- <br /> :Lng a proper fiscal accountability of water and sewer operations, direct super- <br /> 'lision of employees doing the billing and collection, and answering questions of <br /> ';;he general public regarding water and sewer charges; and <br /> I~S a portion of the Village Attorney's time is devoted to legal questions of <br /> 'Tillage owned water and sewer functions; and <br /> iniEREAS the charges for telephone, electrical, heat and other space and occupancy' <br /> :~osts are all charged against the Village Hall although are reqlured also be the <br /> :futer and Sewer Departments; and <br /> ;mEREAS the Police Department is periodically called to assist at main breaks by <br /> :~irecting traffic and the department has located in its office equipment which <br /> 'lerves as alerts that the water and sewer equipment is not functioning properly <br /> "md it is the department's responsibility to transmit such information to the <br /> ::iroper person; and <br /> '!mEREAS the Fire Department flushes hydrants during its drills and part of the <br /> ::;urpose of these flushings is to clear water lines; and <br /> lEEREAS the Consulting Engineer, as part of his retainer, is called upon to ans- <br /> :er questions regarding water and sewer operations; and <br /> \.HEREAS all of the above listed activities are charged to the General Fund; and <br /> I,JlEREAS all of the above activities incur costs which benefit or are caused by tht~ <br /> l,:a.ter and sewer operations; and <br /> I.HEREAS these costs should be charged to Water and Sewer Funds: <br /> :~OW, THEREFORE BE IT RESOLVED by the Council of the Village of New Brighton that <br /> :~~O,OOO from the Water and Sewer Fund be transferred to the General Fund as perm- <br /> ~;nent transfers to take effect in 1966. <br /> Liopted by the Village Council of New Brighton the _ day of 1965. <br /> ~a~ <br /> Donald A.
