<br />.. f', f " <br />-~ <br />. <br />State of Minnesota OR Form 7 - 9/G? <br />Department of Conservation <br />Bureau of Planning; <br /> <br /> <br />Policy Statement <br /> <br />Regardil~ Power and Utility Construction <br /> <br />RESOLUTION # 737 <br /> <br />For any Ou.tdoor Recreation -project receiving financial assistance under the <br />Land and Hater Conservation Fund Act of 1965. the VILLAGE OF NEW BRIGHTON <br />OF MINNESOTA agrees to the fOllowing nolicy statement: <br /> <br />"It is recognizee, that electrical nower A..'1d communication services are en <br />essent ial requirElment for the economical and effic ient o1)erption and main- <br />tenance of ~ublic service facilities in state, county, and municipal Outdoor <br />Recreat ion AreaG. Com!Tlunicat ion lines are necess/i',ry in the interest of <br />~ublic safety. It is our ~olicy in nlanning for these services to arrange <br />and nrovide them with a minimum of intrusion on the natural features of the <br />area. In order to accomplish this, the followi~g factor~ mu~t be g~ven <br />every consideration: <br />(1) Only thoce l1tilities necessary tor the public accommodations. <br />maintenance and operation of an Outdoor Recroation Area shall be -permitted <br />within the Area's limits. Utility lines extending through Area properties <br />to private properties beyond shall be avoided and eliminated wherevp.r possible. <br />(2) Every effort shall be made to ~rovide underground-tyPe servicec <br />for all utilities where ~ractical. <br />(3) \ihere underground construction of electric power lines is im- <br />possible and pole structures are necessary, they shall be locatp,d so as to <br />be thoroughly screened frOm Recreation Area roads and/or foot trails. <br /> <br />"'wI'herever possible, overhead communication lines shall be combined with <br />overhead structures to minimize the amount of clearing necessary to provide <br />t~ese overhead utilities. In those instances where such overhead lines <br />cannot be screened from the roadway right of way. they shall be so placed <br />that they will blend with the backgroun&--that is, they will run along the <br />tree-line where their intrusion would not be readily observable.
