<br />~SQLUTION SETTING FOETH'COUNCIL POSITION ON REPORT SUBMITTED ,BY
<br />CITIZEN'S STUDY COMMITTEE ENTITLED "A CONCEPT FOR CAPITAL IMPROVE-
<br />MENTS PLANNING IN THE VILLAGE OF NEW BJHGHTON," DATED SEPTEMBER 30,
<br />, 1971
<br />
<br />WHEREAS the Citizen's Study Commj,ttee has prepared and sub-
<br />'mitted to the Village 'Council a report entitled JlA Concept for the
<br />capital Improvements Planning in the village of New Brighton,"
<br />dated September 30, 1971, and
<br />
<br />WHEREAS the .Village Council received the report on October 12,
<br />1971, and
<br />
<br />WHEREAS the Village Council speaking on behalf of the
<br />community formally extends its appreciation of the committee's
<br />efforts, and
<br />
<br />WHEREAS it becomes essential that the Village Council
<br />address itself to the contents of the report recognizing the time
<br />sEan considered, and
<br />
<br />WHEREAS the report tttle itself contains two essential words
<br />vital to an elective body and its responsibilities; namely,
<br />, concept and planning, and
<br />
<br />WHEREASt:hese two words'pro:vide'the vehicle through which the
<br />Village Council may proceed to commit its .Lntentions; yet allowing
<br />for a freedom to implement specific recommendations as later
<br />conditions may dictate
<br />
<br />NOW. THEREFORE BE IT RESOLVED, 'rhat the New Brighton Village
<br />Council extends grateful appreciation and thanks to the Citizen's
<br />~tudy Committee for its report, now a Vl.llage report, and
<br />
<br />BE IT FURTHER RESOLVED, That. the New Brighton Village Council
<br />adopts the concept and plan of the report, and
<br />
<br />BE IT FURTHER RESOLVED, That the report shall remain in effect,
<br />as a plan until implementation, modification or rejection of each
<br />segment as they are to occur in the ,time sequence, and
<br />
<br />BE IT FURTHER RESOLVED, That as action is consummated on a
<br />given cohcaptor upon Council direction a re-evaluation of the
<br />remaining report and newly considered concepts will be performed
<br />by the Citizen's Study Committee in order that the report submitted
<br />September 30, 1971 will remain as a continual "Concept for Capital
<br />Improvements Planning in the Village of New Brighton."
