Ramsey County shall assume the same rights and <br /> responsibilities as other property owners relative to the <br /> payment of special assessments of record, pending assess-' <br /> ments and future assessments as provided by Minnesota Law:. <br /> 2. Ramsey County will grant municipalities use of Open Space <br /> areas for storm water drainage and retention in accordance <br /> with a joint review to determine the economic feasibility <br /> and ecologic suitability of the proposed drainage system. <br /> 3. Ramsey County shall act upon municipal requests to <br /> install utility systems through County Parks and Open <br /> Space areas within two weeks after receiving said requestl. <br /> Installation permits will be issued in accordance with a <br /> joint review to determine economic feasibility and <br /> ecologic suitability of the proposed utility system. <br /> Municipalities with have the right to service said <br /> utility systems at any time, without prior County approvall, <br /> for both emergencies and normal scheduled maintenance. <br /> 4. Ramsey County shall cooperate with municipalities and <br /> school districts to provide activities in County Parks <br /> and open space areas which are consistent with County <br /> Open Space objectives and intended site use. <br /> 5. Ramsey County will not alter the existing physiography of <br /> an open space site without the approval of the governing <br /> body of the municipality in which the site is located. <br /> 6. Ramsey County shall provide police protection for all <br /> County park and open space areas through its own security <br /> force or contracted service, as authorized by Chapter 950, <br /> 1971 Laws of Minnesota. <br /> 7. Ramsey County shall enter into an agreement with each <br /> municipality to determine the extent of fire protection <br /> to be provided by the municipality and the county. <br /> 8. Ramsey County shall not program or authorize any activit~r <br /> or function for an open space site that will detract froT <br /> the enjoyment of occupancy or property value of those <br /> I <br /> residences within the limits of the acquisition boundarits <br /> of an open space site, or adjacent to those boundaries. <br /> I <br /> i <br /> 9. That approval of the proposal to acquire the land does i <br /> not include approval of any particular road access to th1! <br /> property. I <br /> 10. That prior to the county commencing any proceedings to I <br /> acquire title to the land a written agreement be approve1l <br /> between the Village of New Brighton and Ramsey County I <br /> outlining plans for development for access routes and I <br /> operation of the Rice Creek Rush Lake, Long Lake sites <br /> and proposed financing of same. <br />
