Therefore, the proposal does not <br /> propose the highest and best use of the site. I <br /> ~ I <br /> , <br /> That the proposed site represents one of the most I <br /> g. <br /> visible sites in the entire City of New Brighton, <br /> and by reason thereof, to develop the same in such Ii <br /> low intensity manner could discourage the highest <br /> and best development of surrounding industrial and <br /> commercial property, much of which exists as vacant: <br /> land and is available for development. <br /> i <br /> h. That the proposed development would be highly visibte <br /> to the existing "downtown" New Brighton, and would ' <br /> discourage the success of the recently formed New <br /> Brighton Housing and Redevelopment Authority in <br /> redeveloping the I'downtown" area of the City with <br /> new and economically sound business and residential <br /> developments. <br /> i.
