The rezoning would adversely affect health, safety and <br /> welfare of the conununity by assuring development of the undevelope(~ <br /> land in the neighborhood of 14th Street N.W. in other than <br /> conventional single family lots and therefore diminish property <br /> values of present New Brighton residents. <br /> 15. The property rezoning would adversely affect the health, <br /> safety and general welfare of the community by increasing the ratio <br /> of high density residential development, thus upsetting the <br /> community profile as provided by the comprehensive zoning of 1967 <br /> and the comprehensive land use plan developed at that time. Such <br /> a disruption of the community profile would be adverse to communit~i <br /> ser~i:ces such as housing inspection and police and fire protection <br /> and would produce an inordinate ratio of transient residents, <br /> thereby detracting from the quality of life of the community <br /> 16. Any such rezoning of a large tract of land should only bE! <br /> considered in the context of a city-wide comprehensive rezoning <br /> which addresses itself to the issue of other possible increases <br /> in this ratio due to the need of revitalization of the downtown <br /> and due to the need of possible rezoning of industrial land to <br /> residential use.
