Purpose: The purpose of this advisory commission shall <br /> be to stimulate interest in the proper use of, and care <br /> for, the natural resources of the City of New Brighton: <br /> to be informed about laws, policies and regulations of all <br /> levels of government which may have environmental or <br /> ecological significance for New Brighton: and to advise <br /> the City council on matters relating to ,the conservation <br /> of environmentaJ. resourc,es, including t'h,e study and <br /> proposal of possible environmental ordinances <br /> 4. Duties and Responsibilities: The dut'ies and <br /> responsibilities of this commission shall be: <br /> a. To immediately prepare and periodically evaluate a <br /> proposal for the proper use of, and care for, lakes <br /> and watercourses of New Brighton, including a <br /> determination of responsibility and an implementation <br /> program. <br /> b. To advise the City Council on matters relevant to th.~ <br /> conservation of environmental resources in New <br /> Brighton, including the study and proposal of <br /> possible environmental ordinances: and to advise <br /> the council on other such matters as the council may <br /> direct. <br /> c. To maintain an overview of the activities of public <br /> and private agencies in New Brighton with concern <br /> for their effects on the total quality of the <br /> environment in New Br~ghton. <br /> d. To act as a resource agency on environmental matters <br /> for the City Council, Manager, Adyisory Groups, <br /> and the citizens of the community <br /> e. To inventory and periodically evaluate the natural <br /> resources and environmental problems of the City of <br /> New Brighton. <br /> f. To initiate, conduct, coordinate or support communit~ <br /> projects which seek to maintain, improve, or reclaim <br /> a quality environment or to educate or inform <br /> residents about environmental problems and prob~em- <br /> solving methods, but only if first submitted to, and <br /> approved by, the City Council. <br /> g. To cooperate with citizen groups and governmental <br /> units of similar nature where appropriate and when <br /> approved by the City Council. <br /> h. To advise the Council on matters concerning petition <br /> to, and dealings with, any Watershed District the <br /> City may be associated with <br /> 5. Composition and Appointment: The commission shall be <br /> composed of not more than nine members to be appointed <br /> by a majority of the City Council. The present members <br /> of the Community Betterment Task Force shall fulfill the <br /> remainder of their terms which expire December 31, 1973. <br /> Of the members to be appointed in 1974, five shall be <br /> " appointed for two-year terms ending December 31, 1975 <br />
