I . <br /> ~ ~ <br />"I <br />~ <br /> RESOLUTION NO 1652 A <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION MAKING FINDINGS OF FACT, DENYING APPLICATION FOR <br /> SPECIAL USE PERMIT S~-66 AND STATING REASONS FOR DENIAL <br /> ; <br /> WHEREAS an application has been received requesting a <br /> special use permit to permit the operation of a recreation <br /> center, and <br /> WHEREAS such application has been duly investigated, <br /> processed, considered by the Planning Commission and the City <br /> Council <br /> NOW THEREFORE BE IT RESOLVED, by th~ New Brighton City <br /> council that it makes the following findings of fact: <br /> Findings of Fact <br /> 1. An application for a special use permit to permit <br /> the operation of a recreation center at 2030 Silver <br /> Lake Road was duly filed with the City on O~tober 10, <br /> 1975 and was assigned the designation SP-66. <br /> I' 2~ The application was duly referred to the Planning <br /> I' Commission which considered the matter on October 21, <br /> 1 and November 18, 1975. That between October 21 and <br /> i <br /> November l~ 1975 an investigation was made of <br /> similar business operations in nearby municipalities. <br /> 3. This business would cater to young persons both over <br /> and under 18 years of age. <br /> 4. Some similar buSiness operations in nearby <br /> municipalities have created or increased problems with <br /> i 1a te hours, loitering, vandalism, speeding cars, <br /> auto tire screeching, narcotics violations, disturbance~5 <br /> increased police activity, and increased littering <br /> within the general vicinity of such operations. <br /> 5. Other businesses in the general area of some of the <br /> recreation centers have had reduction in sales since <br /> such centers were opened. <br /> 6. This type of operation has a better reported experience <br /> when located in a large commercial area well separated <br /> from residential areas. <br /> 7. The Planning Commission recommended the application <br /> be denied. <br /> , <br /> ; <br /> I <br />
