<br />i!tI <br />'" <br /> y <br />';" -:-- " ' ~ <br />:.il#- -/II <br /> RESOLUTION NO. 1645 <br />I <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOWTION GRANTING MENGELKOCH COMPANY AN OFFENSIVE TRADES <br /> LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION <br /> WHEREAS the City of New Brighton is responsible for the <br /> general safety, health, welfare and well-being of its residents <br /> and has established codes to aid in carrying out this responsi- <br /> bility, and <br /> WHEREAS City Code Sections 265 entitled Sewer Department <br /> Regulations and 860 entitled Offensive Trades, and Metropolitan <br /> Sewer Board Rules and Regulations for the Metropolitan Disposal <br /> System and the Minnesota Pollution Control Agency Standards <br /> all apply to the operation of Menge1koch Company as a rendering <br /> business, and <br /> WHEREAS the City is aware and has been informed of certain <br /> deficiencies in the operation of Mengelkoch Company with respect <br /> to these codes, ru les , regulations and standards, and <br /> WHEREAS, these deficiencies affect the safety, health, <br /> welfare and well-being of its residents in that it causes <br /> plugging of the sanitary sewer and lift station, interferes <br /> with sanitary sewer service to others, results in raw sewage <br /> being dumped on. the open ground, and often results in offensive <br /> odors in the neighborhoo? <br /> NOW TlIEREFORE BE IT RESOLVED, That the Offensive Trades <br /> License of. Men-ge1kocQ Company be granted under the following <br /> conditions: <br /> 1. That deviation from the recommendation of MPCA <br /> with regard to keeping all doors and windows closed <br /> so that all rendering plant air will be processed through. <br /> a scrubber Or burned will be cause for revocation of <br /> their offensive trades license. <br /> 2. That any plugging or impairment of the operation <br /> of the city sewer system with grease will be <br /> considered prima facie evidence that Section 265:06 <br /> Subd. , 2 of the City Code, Section 860:20 of the <br /> City Code, Article V, Section 5-4A of the Rules and <br /> Regulations for the Metropolitan Sewer Disposal System <br /> have been and are being violated and that the right <br /> of the rendering plant to use the city sewer system <br /> is thereby immediately suspended and suspension or <br /> revocation of the offensive trade license will be <br /> considered. The amount of grease discharged into the <br /> city sewer system shall be 100 mg. per liter or less. <br /> If the city sanitary sewer system or lift station wet <br /> well becomes plugged as a result of the operations at <br /> the rendering plants, these facilities shall be cleaned <br /> by the rendering plants and the cost of this work shall <br /> be paid for by the rendering plants. <br />
