The written comments and analysis of the city <br /> Buildingan'~ Planning coordinator, the Planning I <br /> Commission minutes and all statements made by I <br /> persons in favor of and opposed to the approval of <br /> the applications were considered by the city Council" <br /> BE IT FURTHER RESOLVED, That the application for SP-6l I <br /> be denied and the application for VN-140 be denied for the <br /> following reasons some of which are applicable to SP-6l, some of <br /> which are applicable to VN-140 and some of which are applicable <br /> to both applications: <br /> 1. No hardship or unique circumstances applying to the <br /> land have been shown. <br /> 2. The proposed use of the land demonstrates that the <br /> only problem in respect to setback requirements is <br /> the proposed use itself and other uses could be <br /> placed on the property meeting code requirements. <br /> ~ <br /> 3. There is no demonstrated justification for reduction <br /> of setback requirements, particularly when it is <br /> across the street from single and double family <br /> residence districts which are developed and used for <br /> residential purposes., <br /> 4. The proposed use is inconsistent with other uses <br /> of land in the immediate area and particularly the <br /> adjacent residential uses. <br /> 5. The proposed use would be detrimental to the image <br /> of the City as it is located at a highly visable <br /> point at one of the principal avenues of access to <br /> the City from the freeway system. <br /> 6. The requested fencing in lieu of curbing would <br /> present a continual maintenance and repair problem <br /> as evidenced by the admission of the applicant. <br /> 7. There is no evidence to support a finding that the <br /> proposed special use is essential or desirable to <br /> public convenience and welfare or in harmony with <br /> the elements or objectives of the master plan in <br /> accordance with Section 11-020 of the Zoning Code. <br /> 8.
