<br /> .. ,. <br />...... <br />~ RESOLUTION NO. 1817 <br />~ <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION OPPOSING CONSOLIDATION OF MUNICIPAL OR COUNTY COURTS <br /> IN RAMSEY COUNTY. <br /> WHEREAS it has come to the attention of the New Brighton <br /> City Council that a bill may be introduced in the 1977 Legislative <br /> session which would abolish the Ramsey County municipal court <br /> system and establish a Ramsey County County Court system and would <br /> consolidate five suburban court divisions into two suburban court <br /> divisions, and <br /> WHEREAS when the Ramsey County municipal court system <br /> was established considerable effort was made by suburban cities <br /> to assure the continuance of five suburban locations, and <br /> WHEREAS the Minnesota Legislature in establishing the <br /> Ramsey County municipal court system guaranteed the continuance <br /> of the suburban court locations if so desired by the affected <br /> suburban cities, and <br /> WHEREAS all involved cities enacted resolutions to continue <br /> court operations within their cities, and <br /> WHEREAS "statements have been made that a consolidated court <br /> system would be less expensive to ope:,:-ate tnereby'justifying said <br /> consolidation, and <br /> , <br /> WHEREAS repeated attempts were made by Ramsey County cities <br /> to study the issue of consolidation with all interested parties <br /> to be involved including the bench, court administration, the <br /> ~ounty Board, municipal prosecutors, and municipal government, said <br /> study never having been conducted, and <br /> WHEREAS the City of New Brighton has studied the impact of <br /> ~onsolidation on the City and found that costs of prosecution <br /> including attorneys costs and cost of police and other staff is <br /> likely to substantially increase, and <br /> WHEREAS such study further indicated that from the city <br /> ?erspective prosecution will become more complicated, further <br /> ~emoved from the City and therefore less effective, and <br /> WHEREAS consolidation further removes the court from those <br /> '~ho utilize its services, and <br /> WHEREAS there has not been a full and open debate and <br /> .[liscussion by the affected parties <br /> WHEREAS this proposed bill has not been reviewed, considered, <br /> !~r endorsed by the Ramsey County Board which is responsible f or the <br /> L~ourt system in Ramsey County <br />
