" <br />,- ... <br />,r' RESOLUTION NO. 1804 <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION GRANTING GORDON RENDERING COMPANY AN OFFENSIVE <br /> TRADES LICENSE AND AFFIXING CERTAIN CONDITIONS OF OPERATION <br /> WHEREAS The City of New Brighton is responsible for the <br /> general safety, health, welfare and well-being of its residents <br /> and has established codes to aid in carrying out this responsi- <br /> bility, and <br /> WHEREAS City Code Sections 265 entitled Sewer Department <br /> Regulations and 860 entitled Offensive Trades, and Metropolitan <br /> Sewer Board Rules and Regulations for the Metropolitan Disposal <br /> System and the Minnesota Pollution Control Agency Standards <br /> all apply to the operation of Gordon Rendering Company as a <br /> rendering business, and <br /> WHEREAS The City is aware and has been informed that certain <br /> deficiencies in the operation of Gordon Rendering Company1s <br /> old plant have occurred in the past with respect to these codes, <br /> rules, regulations and standards and could occur with the new <br /> plant, and <br /> WHEREAS These deficiencies when they have occurred, have <br /> affected the safety, health, welfare and well-being of The <br /> City's residents in that they have caused plugging of the <br /> sanitary sewer and lift stations, inter~erence with sanitary <br /> sewer service to others, dumping of raw sewage on the open <br /> ground and/or have often resulted in offensive odors in the <br /> neighborhood, and <br /> WHEREAS on April 13, 1976 stack emission tests, in complete <br /> conformance with American Society for Testing Materials Method <br /> 0-1391-57, were performed on the emissions from the stack of <br /> the scrubber serving the Gordon Rendering Company plant <br /> facilities at 19 14th St. NE and such tests indicated odor <br /> levels of 50, 49 and 37 odor units, which are well below the 1irr,it <br /> of 150 odor units allowed by Minnesota Pollution Control Agency <br /> Regulation APC-9. <br /> NOW THEREFORE BE IT RESOLVED, That the Offensive Trades <br /> License of Gordon Rendering Company be granted under the <br /> following conditions: <br /> 1. Ail doors and windows shall be kept'c10sed during <br /> periods of operation so that all rendering plant <br /> air will be processed through a scrubber or burned, <br /> except during periods of loading and unloading when <br /> loading doors may be open but these periods shall be <br /> kept to a minimum. <br /> 2. That there shall be concluded by January 14, 1977 <br /> between the City and the Gordon Rendering Company <br /> (hereinafter referred to as Company) an agreement <br /> in J:egard to emission tests which shall provide as <br /> follows: <br />
