Said taxes shall be extended upon the tax rolls for the above years, shall be collected in the respective ensuing years with anq as part of other general taxes levied in and for the City, and the proceed~ thereof, when and so collected shall be placed in a sinking fund which has been created for Certificates of Indebtedness, and shall be used for no other purpose than to pay the principaL and interest of said Certificatcr when and as the same become due, except that in case any payment of principal or interest shall fall due on said certificate when there is not sufficientt money in said fund tQ pay the same, that such principal or interest shall be paid out of any funds of the City available therefore, and such funds 51 all be reimbursed for such advances out of said levies when collected. 8. The City Clerk is hereby authorized and directed, prior to delivery of said Certificate, to file in the office of the Department: of Property Taxation of R.amsey County, a certified copy of thies" resolution and to obtain from said Department of l?roperty Taxat;iqn a c:ertificate th.at the Certificate herein authorized has been entered on this register of i municipal obligations. '- 9. The officers of the City are hereby authorized and directed to prepare and furnish to the purchaser of said Certificate and to the attorneys approving the legality of the issuance there, certifiedcopieB of all proceedings and records of the City r~lating to said Certificate and to the financial condition and affairs of the City, and such other affidavits, certificates and information as may be required to show the facts relatllng to the legality of said Certificate, as such facts appear from the book$ and records under their custody and control or as otherwise known to th~m, and all such certified copies, certificates and affidavits, including any hereto fore furnished, shall be deemed representations of the City as to the facts recited therein.
