<br /> ..... >~ .. <br /> t RESOLUTION NO. 1683 <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION STATING POSITION REGARDING MUNICIPAL AID FORMULA <br /> WHEREAS the 1975 Minnesota Legislature adopted a new <br /> formula for allocation of State funds to local government <br /> communities and that formula consists of three factors: Namely, <br /> population, last three years average mill rate, and sales ratio, <br /> and <br /> WHEREAS the population factor in the formula is defined ir: <br /> the law as being the 1970 Federal Census, and <br /> WHEREAS many municipalities in the metropolitan area have <br /> shown significant increases in population since 1970 and many <br /> municipalities have shown decreases in population since 1970, and <br /> WHEREAS distribution of state funds on the basis of out- <br /> dated population statistics result in an unfair distribution of <br /> funds because of the erroneous data used in the formula with <br /> respect to population <br /> NOW THEREFORE BE IT RESOLVED by the Council of the City of <br /> New Brighton, That it does hereby encourage the Ramsey County <br /> Legislative Delegation to sponsor and support legislation in the <br /> 1976 Legislative Session that would accomplish the intent of <br /> either of the following alternative policies: <br /> 1. The Legislature should modify the population factor of the <br /> local government aid formula to use the 1970 Federal Census <br /> or Metropolitan Council estimate or most recent Federal Census, <br /> whichever is higher, provided that the Metropolitan Council <br /> estimate shall not be used as a basis for determining aid in <br /> the calendar year after a special census if the special census <br /> is less than such estimate. <br /> 2. The Legislature should modify the population factor of the <br /> local government aid formula to use for each community the <br /> 1970 Federal Census or the most recent Federal Census if a <br /> Federal Census has been conducted-since 1970 in any <br /> municipality. <br /> BE IT FURTHER RESOLVED, That copies of this resolution be mail:d <br /> to the Association of Metropolitan Municipalities, members of the <br /> Ramsey County Legislative Delegation and to the Mayor of each <br /> community in the Metropolitan area. <br /> Adopted this 9th day of March 1976. <br /> .r /" <br /> ATTEST: /' <br /> GaYJ C. omander, Mayor <br /> .; . ~. <br /> ~fh(;'jz~. . ?t'mM ~ uv~ - <br /> Thomas F.
