<br />. l , <br />, , <br />f <br />. <br /> JOINT AND COOPERATIVE AGREEMENT <br /> "SUBURBAN RAMSEY COUNTY EMERGENCY COMMUNICATIONS BOARD" <br /> . <br /> The parties ,to this agreement are governmental units of the <br />State of Minnesota. This agreement is made and entered into <br />pursuant to Minnesota Statutes Section 471.59. <br /> WITNESSETH: <br /> WHEREAS, coordinated emergency communications can provide <br />enhanced public safety services and provide the best opportunity <br />for application of current and future communications technology, <br />including technology associated with 911 emergency telephone <br />servlce, and <br /> WHEREAS, the effective utilization of the public safety radio <br />frequency resource in Ramsey County requires continued cooperation <br />in the a110eation and sharing of these frequency channels available, <br />and <br /> WHEREAS, police powers are granted to cities and counties in <br />the State of Minnesota by either statute or chapter; and <br /> WHEREAS, command and control of ,public safety and emergency <br /> . . should remain with the chief or director of said <br />serVlce agencles <br />agency; and <br /> WHEREAS, Minnesota Statutes provide a means for governmental <br />units to exercise jointly those powers which. they independently <br />are authorized to exercise; and <br />
