<br /> . <br />~ ... <br />. .', <br /> . ~ ".,-< 1839 <br /> RESOLUTION NO. <br /> STATE OF MINNESOTA <br /> COUNTY OF RAMSEY <br /> CITY OF NEW BRIGHTON <br /> RESOLUTION REORGANIZING A CITIZEN'S STUDY COMMITTEE <br /> WHEREAS Resolution No. 313 established a citizens Community <br /> Study Committee to study changes and improvements to municipal <br /> services, needs and prioriti,es for capital improvements, inter- <br /> governmental affairs, and other matters 'pertinent to the develop- <br /> ment of New Brighton, and <br /> WHEREAS other 'processes have been established to study <br /> several of the above issue areas, and <br /> WHEREAS Resolution No.3l3, provides for .annual appointment <br /> in January of the Committee, and <br /> WHEREAS such terms and dates of appointment restrict the <br /> functioning of the Committee <br /> NOW THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE <br /> CITY OF NEW BRIGHTON, That Resolution 313 be and is hereby <br /> rescinded <br /> BE IT FURTHER RESOLVED That a citizens Study Committee be <br /> and is hereby established as follows: <br /> 1. Title: This organization shall be known as the <br /> citizens Study Committee. <br /> 2. Scope: The committee's purpose shall be to study issues <br /> pertinent to the development of New Brighton and report <br /> its findings and recommendations to the City Council. <br /> Study issues shall be approved by the City Council. <br /> The Council may direct that certain issues be studied <br /> 3. Composition and Appointment: The Committee shall be <br /> composed of not more than nine (9) members to be <br /> appointed by a majority of the City Council. Four (4) <br /> members shall be appointed to te~ms to expire June 1, <br /> 1978 and five ( 5) member.~ shall be appointed to terms <br /> to expire June 1, 197~/ Their successors shall be <br /> appointed to two year terms. Vacancies shall be filled <br /> by the Council for the unexpired portion of the term. <br /> 4. Removal: The Council may remqv-ea- member 'of the committe.e <br /> by a four fifth (4/5 ) vote of the entire Council. <br /> 5. Council Representative: The Council may appoint one of <br /> its members as an ex-officio. ,member of the Committee. <br /> This member shall have full rights of debate, but will <br /> not be a voting member. <br />
