That it would encourafe a life-cycle environment <br /> ""^ by providing housing for the elderly, a housing <br /> type heretofore non-existent in the City of New <br /> Brighton. <br /> 3. That it would create efficiency in the use of <br /> land by clustering buildings and grouping open <br /> space in a manner that facilitates use of the <br /> open space for residential purposes. <br /> 4. That it would not be detrimental to the public <br /> health, safety, morals and general welfare. <br /> BE IT FURTHER RESOLVED that the Council of the City of <br /> New Brighton places itself on record as being in general <br /> agreement with the concept for the proposed planned residential <br /> development, PRD #23, subject to the following conditions and <br /> limitations: <br /> 1. That the applicant makes a bona-fide attempt <br /> to rent at least 10% of the dwelling units in <br /> the development to non-subsidized tenants. <br /> 2. The emergency access and internal roadway be <br /> kept cleared of snow or other obstructions and <br /> be kept passible by emergency vehicles at all <br /> time s . <br /> 3. The proposed building for the elderly be of <br /> masonry construction; <br /> 4. All sanitary sewer, water pipes, fire hydrants <br /> and storm water drainage be subject to approval <br /> of ~nd irispec'tionby the City Engineer. <br /> 5. The necessary rezoning be approved and published; <br /> 6. The necessary property subdivision be approved <br /> and recorded; <br /> 7. The applicant indicate in writing his understanding <br /> of and agreement with the conditions upon which <br /> this concept approval is given. <br /> BE IT FURTHER RESOLVED that in making these findings and <br /> granting this concept approval the City Council is in no way <br /> limiting its right to require further changes to the proposed <br /> plan, or to deny rezonings needed to effectuate this plan <br />
