The Local Trail Connections Program is intended to accelerate local trail connections to planned <br />and existing state trails and other public facilities. Its primary purpose is to complete <br />connections between where people live (e.g. residential areas within cities, entire communities) <br />and significant public resources (e.g. historical areas, open spaces, parks, and/or trails). <br />Grants are awarded for the acquisition and development of connecting trails and for removal of <br />barriers that impede full access to these facilities. Historically, priority has been given to <br />projects that seek to develop residential connections to state and regional facilities and to link <br />existing trail systems. <br />The Parks and Recreation Department submitted this grant to provide safe access and to connect <br />the NWQ South Park, under the existing railroad bridge, to the existing Long Lake Regional <br />Park trail system. <br />Council discussed the grant at the council work session on July 8, 2008. The trails will be built <br />in 2009 based on the following priority: <br />1) Add trail to connect Ramsey County existing trail, under the bridge, to Old Hwy 8 <br />2) Add trail heading north <br />3) Add wood chip trails <br />All work that can be done "in-house" will be performed by city staff and a park designer/agency <br />will be utilized for the design and construction documents and other services the city is not able <br />• to perform. <br />Costs and Funding: <br />The Local Trail Connections Program was first funded in 1993 and has funded 137 trail projects <br />statewide through 2007. In 2008, 12 applicants were awarded a grant; 44 applications were <br />received totaling $3.6 million with only $655,000 to allocate. <br />C� <br />The City of New Brighton received $100,000 to complete the proposed trail connection and meet <br />the goals of the grant. <br />Funding for this project will come out of the park dedication fund. Costs, including the grant, <br />should be kept to approximately $200,000, but not to exceed $260,000.
