Approved <br />• PLANNING COMMISSION PROCEEDINGS <br />CITY OF NEW BRIGHTON <br />Regular Meeting — June 17, 2008 at 7:00 p.m. <br />Present: Commissioners Larry Baker, Steve Danger, Bruce Howard, Jim O'Brien, Tom <br />O'Keefe, Norm Schiferl, and Paul Zisla. <br />Absent: <br />Also Present: David Phillips, Council Member, and Janice Gundlach, City Planner. <br />Agenda Review: Agenda was approved. <br />Minutes: Minutes for May 20, 2008 were approved. <br />Council Action: Council Member Phillips announced the Comprehensive Plan has entered the <br />comment period for the next six months and is available at City Hall for review. There are <br />several proposals for development in the Northwest Quadrant, including a hotel and housing for <br />Track 1, which are expected to come before the Commission in the fall. <br />Commission Business: RD2008-001 Final Planned Residential Development (PRD) Allowing <br />for Construction of a 6 -bed Christian Science Nursing Facility/Inspiration Center at 1190 Long <br />Lake Road <br />• The applicant is requesting consideration of a Final Planned Residential Development (PRD) that <br />would allow for construction of a 6 -bed Christian Science Nursing Facility/Inspiration Center, <br />which would also include two rest and study suites at 1190 Long Lake Road. This is the last <br />stage of PRD approval with a building permit being the next step. <br />Back in 2005 a similar project received Preliminary PRD approval, however this approval <br />expired. Then in January of 2008 the applicant re-applied for preliminary PRD approval. The <br />City Council granted conditional approval of a Preliminary PRD on February 26, 2008. The <br />main differences between the 2005 and 2008 plans are that the structure has been reduced from a <br />two-story building to a one-story building and the total square footage has been reduced from <br />12,522 SF to 10,290 SF. <br />At the time of Preliminary PRD application the applicant also submitted for a Minor <br />Subdivision. The Minor Subdivision allows the northern approximately 2 acres to be subdivided <br />from the Christian Science Church property at 1190 Long Lake Road. This request has been <br />recommended for approval by staff, the Planning Commission and City Council however a <br />Resolution establishing new legal descriptions was delayed until Final PRD approval. The <br />concern of staff was that a subdivision would be approved prior to the actual project being <br />approved. At the time of Council consideration of a Resolution approving a Final PRD, a <br />Resolution approving the Minor Subdivision will also be presented to the Council. The main <br />concern with the subdivision request is that a Shared Parking & Access Easement is prepared <br />• and recorded with Ramsey County. This easement agreement is provided as an attachment to the <br />written staff report and the City Attorney has reviewed the agreement. <br />Motion by O'Brien, second by O'Keefe to Recommend the City Council adopt the attached <br />Resolution approving the Final Planned Residential Development, subject to the following <br />conditions: <br />
