ResolutionNo.08-060. <br />City Manager Lotter introduced the item, stating this was part ofthe Council's legislative agenda <br />approved earlier in the year. Director of CommunityDevelopmerA Grant Femdm gave abrief <br />presentation oftheitean, outlining some ofthe details. The net present value of all three districts was <br />reported as $10 million This item was described as permissive legislation, giving the City future <br />options if chosen <br />Councilmember Doffing clarified that the approval ofthe legislation tax increnemt financing for <br />districts 9,20, 26, 31 and 32 does not obligate the City to use these fiords for the Northwest Quadrant <br />Additionally Councilmember Doffing stated she feels its unfortunate the City is in this position; <br />however she has supported this legislation stating that in the cinwnstances, this is the most prudent <br />approach. Sharon Hansen on behalfof Clifton House, hie. requests approval of a Final Phase Planned <br />Residential Development to allow construction of a 6 -bed Christian Science nursing <br />facility/mspiration cute at 1190 Long Lake Road Report No. 08-182. <br />Resolution No. 08-061. <br />City Planner Janice Gundlach explained this is the final planning step, with the Building Permit being <br />the next step. Preliminary PUD approval was granted in February 2008; with 10 conditions required, all <br />ofwhich have been met. The Planning Commission discussed the request at the June 17s' meebng, <br />where there was unanimous approval. There was no public testimony at the Planning Commission <br />meeting; however staffreceived two telephone calls from neighbors concerning future use and <br />protection ofPike Lake. Park dedication was determined on a per capita amount approximately <br />$640.50 per employee (7 employee) Councilmember Phillips questioned the Patio Dedication fee for <br />a commercial land; Ms. Gundlach reported the commercial rate is $12,278 per acre. It was determined <br />that because the parcel is zoned residential, a commercial rate did not seen appropriate. <br />Councilmember Doffing reported he concern has been permitting a commercial entity in a residential <br />zoned area, posing along tem effect on homes nearby. Councilmernber Bauman questioned ifthee <br />' were any restrictions related to future use? <br />Sharon Hanson, President ofClifirin House, Inc. reported there is a land transfer agreement between the <br />church and Cliffon House, which does address some ofthe cowhcils omcems on a short tam basis. <br />Ms. Hanson spoke to the issue ofpark dedication fees, stating that she feels the park usage will be <br />RepatNa 08181. <br />Resolubm No. 08-060. <br />3.
