Johnson, Assistant to the City Manager
CITY MANAGER'S APPROVAL:
No comments to supplement this report &r Comments attached
Recommendation:
City Council approval of a resolution extending social security benefits to City of New Brighton
elected officials.
Legislative History:
In 2006, the Minnesota State Legislature amended Minnesota Statutes, Chapter 355, which
governs social security and Medicare coverage for public employees and elected officials. The
2006 law change allows each local government subdivision the option of offering Social Security
participation to current and future elected officials who are covered by the PERA Defined
Contribution Plan and excluded from the PERA Coordinated Plan.
Explanation:
If the City Council is agreeable to the proposed resolution, the following action steps would be
taken by the City to implement social security and Medicare coverage for elected officials in
New Brighton:
Action Steps:
1. City staff would submit a finalized copy of the adopted resolution to PERA.
2. City staff would work with PERA on scheduling the voting referendum and 90 day
notice period.
3. Individual council members would make the decision regarding whether or not they
would like to participate in this program.
4. Once the referendum is completed, the information would be submitted to PERA to
modify the City of New Brighton's Section 218 agreement.
5. Once a fully executed Section 218 form is received from PERA the Finance
Department will assume the responsibility of removing all applicable taxes from the
individual pay checks as required by the IRS.
For City Councils review, I have attached additional information from PERA that explains the
referendum procedures in more detail.
P
the City Manager
H:Wssistant to the City Manager\Council Memo's\Council Memo's\social Security Coverage -Elected Officials -August 26, 2008.doe
