The estimated 2004 cost for the operation of the street lighting system, including administration and a <br />contingency is $133,000. <br />2004 STREET LIGHTING SYSTEM BUDGET AMOUNT <br />Street light lease payments and energy and maintenance payments to Xcel Energy $113,000.00 <br />Repairs and maintenance on City owned lighting systems $5,000.00 <br />City street scape maintenance costs $5,000.00 <br />Contingency $5,000.00 <br />Administration $5.000.00 <br />TOTAL <br />$133,000.00 <br />The following basic assumptions were used for the development of the street light billing method and rates. <br />Assumptions <br />1 A Street Lighting System Fund shall be created to pay for the City's street fighting system and street scape maintenance. <br />2 The annual street lighting system cost and street scape maintenance, including a contingency and administrative charge <br />will be billed to city properties as a separate line Item on the quarterly utility bill. <br />3 The street lighting system rate shall be based on existing utility billing software fields and capabilities. <br />4 Unimproved and vacant land is not included in the utility billing system and will not be billed for street lighting. <br />5 A modified rate method shall be used whereby the single & two family residential property category shall pay a flat rate, <br />and all other property categories shall pay a flat rate equal, to three times the single & two family residential rate. <br />The following table lists the property categories and number of properties in each category in the existing utility <br />billing software.
