Project 08-7, Safe Routes to School — Hansen Park Trail (Option B) <br />and HigkMew Middle School Trail. Report No. 08-222. <br />Resolution No. 08-068. <br />Director of Parks and Recreation, Sandy Breuer gave a detailed history of the item. May 23, 2006 <br />Council adopted the Parks, Rea cation and Trails strategic plan which included improving sections of <br />the trail through Hansen Park. The Safe Routes to Schools grant was awarded to the City in April <br />2007. On April 24, 2007 the project areas were presented to the trails committee (this is a sub- <br />committee of the Parks, Recreation and Environ mental Commission.) The three project areas were <br />described as (1) the bridge crossing over Interstate 694, (2) is a pathway to Highview Middle School, <br />and (3) being the bituminous trail on the west side of Hansen Park, along with a small project near Bel <br />Air Elementary School. Soil borings were completed in February 2008 and April 2008, indicating <br />better soil westerly. <br />The proposed trail was marked July 30, to allow people the opportunity to walk the trail. The cost for <br />either of the two proposed plans were estimated at $62,200, both being covered by the grant. A Public <br />Hearing was held August 3rd at the Parks, Recreation and Environmental Commission meeting, the <br />following concerns were shared at that meeting; Children's safety, lighting of the path, maintenance, <br />screening, status of ball fields, current trail status, and proximity of proposed trail to resident's property <br />( the closet area would be 40 feet finrn any property line.) The Parks, Reaeration and Environmental <br />Commission recommended trail option B. Upon approval construction would begin fall of 2008. <br />It was reported that the cost to upgrade the currexnt trail would be more than the proposed options. <br />Councihnember Phillips questioned the feasibility of reconstructing the cxurerht trail, and having it <br />provide a reasonable lengthy service life. Mr. Wyffels reported on the geo-technical consultants <br />recornmm ations, and determined that the cost associated with the recommendations to repair the <br />existing trail would exceed the grant funding. Councilmember Phillips questioned the probability of <br />constructing a trail with a long service life, if funding was expanded out of the grant firnding sources. <br />Councilmenber Burg questioned if other options other than bituminous have been. explored. Director <br />Breuer reported bituminous has been recommended in order to acootmodate bikes and rolleblades. <br />Councdmenber Bauman reported she walked the existing path, and suggested moving a portion of the <br />path near the cattails. Councilmember Bauman queshioned if Park Dedication fees could be used <br />towards the reconstruction of the existing path Ms. Breuer reported the soil conditions would likely not <br />be favorable in the area where the path would be moved. Councilmenber Burg requested PREC look <br />at other options for Hansen Park; possibly contacting a golf course architect. Director of Public Works, <br />Grant Wyffels advised the Council that this is located in a flood plain, and any change could result in a <br />change in the water flow. A quick description of trail construction was given, it was reported that the <br />cost would likely exceed the grant amount. Any additional cost would be fiuxled from a source <br />determined by the Council. Councilmanber Burg and Phillips stated they were in agreement with the <br />importance of the projects over 1694 and the crossing at 17' Ave NW near Bel Air Elementary School. <br />Public Hearurg <br />None <br />Council Bc9nes <br />1.
