GRANT WYFFELS: <br />I RESPECTFULLY REQUEST THAT YOU VACATE AN ALLEY EASEMENT, WHILE RETAINING A UTILITY <br />EASEMENT. THE ALLEY EASEMENT RUNS NORTH AND SOUTH IN THE MIDDLE OF THE BLOCK <br />LOCATED BETWEEN 2ND AVE S.E. (ON THE WEST) AND 3PJ3 AVE. S.E. (ALONG THE EAST SIDE OF THE <br />OCK), THIS ALLEY IS BORDERED ON THE NORTH BY 2N" STR. S.E. AND ON THE SOUTH BY STOWE <br />VENUE. THIS ALLEY EASEMENT HAS NEVER BEEN USED AS AN ALLEY OR PASSAGE WAY AT ANY <br />TIME. I HAVE LIVED AT MY CURRENT RESIDENCE SINCE 1978. LONG BEFORE THAT TIME VIRTUALLY <br />EVERYONE ON BOTH SIDES OF THE. ALLEY HAD DIVIDED THE 20' EASEMENT DOWN THE MIDDLE i <br />BETWEEN THEM BY FENCING IN THE PROPERTY, LANDSCAPING 'THEIR PORTIONS OF THE EASEMENT <br />AND OTHERWISE MAINTAINING THE PROPERTY. <br />THE ALLEY WAY EASEMENT HAS NEVER BEEN USED AS AN ALLEY FOR DECADES. IT IS NOT NEEDED <br />NOR WANTED BY THE PEOPLE WHO LIVE ON EITHER SIDE OF THE ALLEY. WERE IT EVER ACTUALLY <br />CLEARED FOR PASSAGE IT WOULD DISRUPT LANDSCAPING, OUT BUILDINGS, AND FENCES THAT <br />WOULD CAUSE ADJACENT PROPERTY OWNERS SIGNIFICANT COST AND DEGRADATION OF THEIN <br />YARDS AND PROPERTY. <br />PROPERTY OWNERS ON EITHER SIDE OF ALLEY EASEMENT APPROVE DISAPPROVE <br />3-6 <br />'W4 <br />
