r Of <br />Me dla that wrks lew YYW <br />Memo <br />Date: September 19, 2008 <br />To: Dean Lotter, City Manager <br />From: Grant Fernelius, Community Development Dir ctor (W - <br />Joseph <br />Joseph Hatch, Code Enforcement Officer 37 <br />Subject: September 23rd Work Session Regarding Housing Stock <br />Survey and Code Change Suggestions <br />In advance of the work session on September 23`d staff has prepared the following <br />memo to outline the topics we would like to discuss with the Council. Our goals are to 1) <br />review the results of the housing condition survey 2) identify some of the trends we <br />observed, and 3) outline potential strategies for the Council to consider. <br />Community Development conducted a windshield survey in order to gauge the condition <br />of the City housing stock in 2008. The City looked at exterior structural and code issues. <br />Structural features surveyed included roof, exterior (siding and/or paint), garage, <br />steps/sidewalk, windows and foundation. Code features surveyed included trailer, <br />driveway, vehicle, junk/debris, RV's and storage containers. Each home received a <br />pass or fail for each structural and code feature. Based on the results from the survey it <br />appears the following trends are emerging. <br />Key Findincs <br />• Homes built before 1960 are more likely to have multiple structural and code <br />deficiencies. (The failure rate rises as the homes get older) <br />• Homes valued under $200,000 are more likely to have multiple structural and code <br />deficiencies. (The failure rate rises as the value of the homes decrease) <br />• Non -homesteaded, single family properties had a higher deficiency rate than <br />homesteaded properties <br />• Foreclosed homes failed at more than twice the rate of non -foreclosed homes. <br />When compared with 2005 data: <br />• The number of homes with multiple structural deficiencies increased from 63 in 2005 <br />to 92 in 2008 <br />• The number of homes with multiple code deficiencies decreased from 146 in 2005 to <br />116 in 2008 <br />• Of the 92 homes with multiple structural deficiencies 73 were built before 1970 and <br />28 before 1950 <br />HACode Changes\MEMO FORM.doc <br />
