PLAN FOR ST. JOHNS THE BAPTIST CHURCH & SCHOOL,) SUBJECT TO THE FOLLOWING <br />CONDITION: <br />1. A Barrier Plan is submitted for review by the City Forester, outlining species <br />type, number, and location for the barrier separating the playground from the <br />boulevard area of 2nd Avenue NW. This plan should be submitted prior to City <br />Council consideration of the Special Use Permit. <br />2. Public Safety Department to review the application before it is submitted to the <br />Council. <br />Schiferl amended the motion to include: <br />3. The applicant should make a reasonable effort to consultant with affected <br />neighbors regarding the aesthetic nature of the plan. <br />5 ayes, 0 nays. MOTION APPROVED. <br />Public Hearing: PL2008-001, FP2008-001 Preliminary Plat of NORTHWEST <br />QUADRANT EAST and Final Plat of NORTHWEST QUADRANT EAST FIRST <br />ADDITION <br />The City is requesting Preliminary Plat approval to be known as NORTHWEST <br />QUADRANT EAST. The area included in the preliminary plat is within the Northwest <br />Quadrant, specifically on the east side of Old Highway 8 NW, north of 1-694, west of I - <br />35W, and south of the Butcher's Spur rail line. <br />Additionally, the City is requesting approval of a Final Plat to be known as <br />NORTHWEST QUADRANT EAST FIRST ADDITION. The area included in the final <br />plat is often referred to as Block A on the concept plans and consists of approximately 5 <br />acres at the southwest corner of the Preliminary Plat of NORTHWEST QUADRANT <br />EAST. The final plat for Block A will include the right-of-way of the proposed future <br />ring road. Block A will be bound by Old Highway 8 NW on the west side, I-694 on the <br />south side, the centerline of the existing MCES sewer line on the east side and the future <br />ring road on the north side. <br />The Planning Commission is being asked to consider this preliminary and final plat <br />simultaneously in an effort to be prepared for development of Block A to a potential hotel <br />developer. Rather than merely include Block A in the preliminary and final plat, all of <br />the property south of the Butcher's Spur and east of Old Highway 8 NW was included in <br />the preliminary plat. This allows approval of only the City Council on future final plats <br />of the remaining property. Also, having the property preliminarily platted puts the City <br />in a much better negotiating position with prospective developers. <br />Motion by Baker, second by O'Brien to CLOSE THE PUBLIC HEARING. <br />1* 5 ayes, 0 nays. MOTION APPROVED. <br />
