10 <br />2008 SPECIAL ASSESSMENT REPORT <br />PROJECT 07-19 2007 STREET RECONSTRUCTION <br />REMARKS - Project 07-1, 2007 Street Reconstruction, consisted of the reconstruction of the <br />following streets in the summer of 2007: <br />14th Terrace NW <br />- 23rd Avenue NW to cul-de-sac <br />2nd Terrace SW <br />- 16th Avenue SW to cul-de sac <br />3rd Street SW <br />- Oakwood Drive to cul-de sac <br />Heritage Lane <br />- 23rd Avenue NW to Brentwood Drive <br />23rd Avenue NW <br />- 3rd Avenue NW to cul-de sac <br />Bicentennial Court <br />-23rd Avenue NW to cul-de sac <br />The location of these streets is shown on the Project Area Map on page 2 of this report <br />The total length of all the streets included in this project is approximately 0.63 miles. These <br />' streets are low -speed, low-volume residential with existing curb and gutter. <br />The City Council ordered this project at a Public Improvement Hearing on April 10, 2007. A <br />contract was awarded to North Valley, Inc. on May 22, 2007 who successfully completed the <br />work and final payment on the contractor was authorized on October 23, 2007. <br />CONSTRUCTION <br />All construction activities of under this improvement project were done under a contract by a <br />private contractor. The City Engineering Department administered the contract and provided the <br />engineering services with the exception of the preliminary soil engineering and material testing. <br />■ The contract work consisted of the removal and replacement of the existing street surfacing <br />between the curb and gutters. The streets were reconstructed to their existing 32 -foot width, 7 - <br />ton residential design thickness. <br />Broken and settled sections of existing concrete curb and gutter were removed and replaced <br />' where there was standing water or where there was a hazard to pedestrians. Boulevards were <br />restored with topsoil and sod where disturbed. <br />This project also included a change order to mill and overlay the I694 Service Drive south of <br />• Brighton Village. In 2002 all the streets in the Pike Lake area were milled and overlaid, as a <br />maintenance project, with exception of this portion of the Service Drive. The Service Drive was <br />
