2. Consideration of Resolution Adopting the Proposed Tax Levies for Taxes Payable in <br />2009 for Lake Diane and Bicentennial Pond Storm Sewer Improvement Taxing <br />Districts. Report No. 08-257. Resolution No. 08-081. <br />Director of Finance, Dan Maim reported this levy has been in existence for a number of years. The <br />levies are only accessed to benefiting properties. Councilmember Burg reported that of the 13 <br />benefiting properties, 2 were in opposition to the levy. Because Councilme nber Burg lives in close <br />proximity to Bicentennial pond, she abstained from voting. <br />Motion by Coundlmember Bauman, seconded by Councilmember Phillips to to <br />waive the reading and adopt the resolution adopting the proposed tax levies for taxes <br />payable in 2009 for lake diane and bicentennial pond storm sewer improvement <br />taxing districts. <br />4 Ayes, 0 Nays;1 Abstention Motion Carried <br />Ayes: Mayor Larson, Council members Doffing, Bauman and Phillips <br />Abstention: Councilmember Burg <br />3. Consideration of Proposed Grant Agreements for State of Minnesota Contamination <br />Cleanup Program and Metropolitan Council Tax Base Revitalization Account. <br />Report No. 08-258. <br />Assistant Director of Community Development David Black gave background information on the <br />grants. The Metropolitan Council has included in their agreement a certain renumber of affordable <br />housing units. The framework plan the City provided shows a total of 200 housing unit, the <br />Metropolitan council would require 20 of those units (10%) to meet the affordable housing criteria. <br />Mr. Black reported the Council has 3 possible courses of action: <br />1. Execute the agreement as presented <br />2. (If the council intends to change plan), still execute the agreements and complete the market study, <br />and possibly seek an amendment to the Metropolitan Council's agreement. <br />3. Reject the agreement, and forfeit the $1,400,000.00 grant. <br />Councilrnernber Phillips stated he was in favor of option 2. Councilmember Doffing questioned if <br />low-income (affordable) housing was ever included in the Northwest Quadrant plan. Mr. Black <br />affimmed that affordable housing units were not discussed; however, because of the Metropolitan <br />Councils attempt to provide affordable housing throughout the metra, this stipulation is included in the <br />agreement. Councilmember Bauman stated she is not in favor of any affordable housing to be <br />included Mr. Black reported that ifhousing were not included in the City's plan, the Met council <br />would likely not require affordable housing; but may have a job creation requirement. <br />Mayor Larson reported a market study has been ordered. Director of Community Development, <br />Grant Femelius reported that staff will act per Council direction. <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to Authorize the <br />Mayor and City Manager to execute the Contamination Cleanup Program Grant Agreement <br />CCGP-08-0008-Z-FY08 with the State of Minnesota, and to authorize the Mayor and City <br />Manager to execute the Tax Base Revitalization Account Grant Agreement SGO08-076 with the <br />Metropolitan Council. <br />Proposed Tax Levies for <br />Takes Payable in 2009 for <br />Lake Diane and <br />BicerAmmial Pond Stamm <br />Sewer Improverrm t <br />Taxing Districts. <br />Report No. 08-257. <br />3.
