RESOLUTION NO. <br />08-084 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A SPECIAL USE PERMIT. <br />an application has been made by Welsh companies on behalf of Ralph & Elsie <br />st to allow an amendment to the existing Comprehensive Sign Plan governing allowed <br />at 900 Long Lake Road, and <br />JHEI I AS, the procedural history of the application is as follows: <br />1. application for a Special Use Permit was received on August 27, 2008. <br />2. a Planning Commission, pursuant to published and mailed notices, held a public hearing <br />September 16, 2008 and all present were given a chance to freely speak at the hearing. <br />3.e Planning Commission recommended approval on September I6, 2008. <br />4. e City Council considered the request on September 23, 2008. <br />1HE AS, the Planning Commission and City Council make the following Findings of Fact with <br />resp t to the Special Use Permit (SP2008-017): <br />1. e property is zoned B — 3, General Business. <br />2. e property is guided in the Comprehensive Plan for Limited Business. <br />3. a site was developed in accordance with Planned Unit Development regulations. <br />4. A Comprehensive Sign Plan governing allowing signage was required per the approved PUD <br />d is documented by Resolution 93-030. <br />5. a applicant has proposed to add a new wall -mounted sign of 73 SF on the southern facade <br />the structure <br />6. a Planning Commission and City Council considered the proposal in accordance with <br />ning Code Section 9-041 (3) which requires approval of a Special Use Permit in order to <br />end an existing Comprehensive Sign Plan. <br />7. ie Planning Commission and City Council considered the proposed Special Use Permit in <br />cordance with Zoning Code Section 9-041 (4) which establishes the following criteria: <br />That the sign plan provides sound identification, reduction of clutter, and aesthetic <br />enhancement. <br />1. That the sign plan is sensitive to and compatible with physical circumstances of the site <br />and buildings <br />c. That the sign plan is not detrimental to public safety. <br />That the sign plan will not impede the normal and orderly placement of signs on <br />surrounding properties. <br />8. a Planning Commission and City Council reviewed the proposal in accordance with the <br />lowing Special Use Permit conditions of Zoning Code Section 8-130: <br />That the establishment, maintenance, or operations of the special use will not be <br />detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br />rUREPORTS\2008\Cominunity Development\9-23-2008\SP2008-017 (Tunnquist) - RESOLUT1oN.doc <br />
