OUTLINE OF ZONING REGULATIONS <br />League of Minnesota Cities <br />PCS Zoning Work Group, 1996 <br />.._EF -PPM <br />gommen_t: If the city has not adopted a general statement of policy, <br />it is recommended that each city establish a written purpose and <br />intent within the zoning ordinance to provide clear direction and <br />understanding of the regulations. It should be noted that this <br />zoning regulation outline is restricted to towers and antennas used <br />for wireless telecommunication facilities such as personal <br />communication services (PCS) . This zoning outline has not been <br />prepared with the intent of regulating other types of antennas and <br />towers such as radio and television antennas, residential satellite <br />dishes, or public safety transmitters. Cities may also wish to <br />expand the suggestions herein to address other types of <br />communication facilities. <br />x s: <br />The purpose of this Ordinance is to establish predicable and <br />. balanced regulations for the siting and screening of wireless <br />communications equipment in order to accommodate the growth of <br />wireless communication systems within the City of (insert <br />municipality) while protecting the public against any adverse <br />impacts on the City's aesthetic resources and the public welfare. <br />(Boston, MA) <br />The regulations and requirements of this ordinance are intended to <br />1) provide for the appropriate location and development of <br />communication towers to serve the residents and businesses in the <br />City of (insert municipality); 2) minimize adverse visual effects <br />of towers through careful design, siting, and vegetative screening; <br />3) avoid potential damage to adjacent properties from tower failure <br />through engineering and careful siting of tower structures; and <br />maximize use of any new or existing communication tower to reduce <br />the number of towers needed. (Jupiter, FL) <br />In order to accommodate the communication needs of residents and <br />business while protecting the public health, safety, and general <br />welfare of the community, the Council finds that these regulations <br />are necessary in order to: 1) facilitate provision of wireless <br />communications services to the residents and businesses of the <br />city; 2) minimize adverse visual effects of towers through careful <br />design and siting standards, 3) avoid potential damage to adjacent <br />properties from tower failure through structural standards and <br />setback requirements; and, 4) maximize the use of existing and <br />IIIA <br />
