•
• Must place free-standing towers within mature tree growth to the maximum extent
possible and preservation of mature tree growth
• Provisions for removal of inactive towers
• Topography of surrounding area, preservation of sight lines, not located in front yard
• Locate near existing structures that serve as visual distractions, like high power
transmission poles, billboards, etc.
• Setbacks to residential dwellings and/or residential property boundaries
• Locate at existing emergency siren locations (existing or new pole)
Conclusion
Staff has attached two maps. The first map is intended to show city -owned property 10
acres or more and the locations of existing emergency siren towers. The second map
illustrates existing antenna and towers, both publicly and privately held within the City.
Staff would suggest that the Council consider adopting a formal policy, by resolution,
which establishes a set of criteria whereby the Council could consider leasing public land
to accommodate telecommunication towers. The maps are intended to aid in narrowing
down potentially acceptable sites. Another approach might be to include amendments to
the Special Use Permit section of the Zoning Code to impose additional standards on all
cell tower requests rather than only requests for public land.
Staff will be prepared address additional questions at the worksession and prepare
additional materials as advised.
Attachments
• Map of Possible Cell Tower Sites
• Map of Existing Cell Towers & Antennas
• Zoning Code Section 4-600 (2) & (4)
• Zoning Code Section 5-130
• July 1996 League of Minnesota Cities memo
• Model Policy for Wireless Towers (recommended by the League)
• Outline of Zoning Regulations (recommended by the League)
• Chart summarizing what other cities are doing
HiTlanning Case Correspondence\Cell Towers in Public Parks\cell tower policy worksession memo (10-14-08).doc
