Page 2of8 <br />Commission Minutes <br />Mayor Larson accepted the following minutes on behalf of the City. <br />• 1. Paries, Recreation and Environmental Commission Minutes of August 6, 2008. <br />2. Paries, Recreation and Envirornnental Commission Minutes of <br />September 3, 2008. <br />3. Economic Development Commission meeting minutes from September 2, 2008. <br />Special Order of Business <br />Mounds View School District 621 update-Superintendant Dan Hoverman <br />and School Board Member Barb Bollum. <br />School Board member Bollum gave an update on the accomplishments and future programs <br />anticipated throughout the district; including world language offerings in all schools, the <br />implementation of individualized Learning Plans for all students, an integration plan is being <br />implemented to better meet the diverse needs of -students from various cultures. A new online <br />communication tool has been put in place. Ms. Bollum asked for council feedback from the <br />community. Councilmember Bauman reported she would like to see a stronger emphasis on the <br />academics, and less on the social programming. Additionally Councilmember Bauman suggested that <br />she would like to see a community emphasis in volunteering rather than the global emphasis <br />associated with the recent H2O, for life fundraising programs. Superintendant Hovennan reported the <br />H2O for life initiative is a volunteer program raising money to provide clean drinking water in various <br />African villages. The program is designed to be a service learning project. Mayor Larson commented <br />on his appreciation for Project Citizen, a program that allows students to see the relationship between <br />local and state govemment. Councilmernber Doffing wanted to clarify the City of New Brighton and <br />the Mounds View Scholl districts are two separate entities. W. Hoverman expressed his gratitude for <br />Director Jacobson's involvement with the school dis4ricts. Councilmember Burg restated the <br />statement that the Mounds View. School district leads the State that leads the Nation in ACT scores. <br />2. Van Fire awards. Report No 08-266. <br />Mayor Larson and Director Jacobson gave a recap of the events from Aug=ust 6, 2008 - <br />On August 6, 2008, numerous Civilians, Police Officers and Firefighters assisted in the rescue of five <br />occupants of a van which was on fire. Mayor Larson presented Civilian Service Awards to Dorene <br />Vikander, Elgin Caldwell, Jay Drangeid, Julio Perez, Michael Zerka, Assad Awaijane, Jesse Coyer, <br />Jimmy Hamilton and David Koeller. The Public Safety Special Commendation was awarded to <br />Police Officer Tom Griffin, Police Officer Aaron Slack, Police Officer Kevin Olson, Sergeant Andy <br />Mastermatr, and Deputy Fire Chief Torn DeSchane. Fire Captain Trevor Hamdorf and Firefighter <br />Arnie Bona received Life Saving Awards. <br />3. Northwest Youth & Family Services update. Report No 08-267. <br />Kay Andrews, President ofNorthwest Youth & Family Services announced her retirement effective <br />January 2009, and offered her appreciation for the City's partnership for the past 32 years. Mr. Jerry <br />Hromatka gave a brief overview of the mission of Northwest Youth and Family Services. An <br />overview of the "Discovery Center" was displayed, with construction expected to be completed <br />summer of 2009, support from the City was requested..
