Approval of Northwest Quadrant Financial Task Force Market Study. Report No, 08-284. <br />City Manger Lotter reported the Northwest Quadrant Financial Task Force (NW QFTF)has <br />recommended that the City hire Colliers International to conduct a market analysis of the <br />Northwest Quadrant project. The proposal submitted by Colliers is structured to <br />examine the market demand for office, residential and retail/commercial uses in the <br />Northwest Quadrant. The proposal also includes additional study options: 1) senior <br />housing analysis ($3,000) and 2) hotel analysis ($9,500). The task force did not <br />recommend that the Council pursue these options. Staff agrees there isn't much need for <br />a hotel analysis given the recent withdrawal by Wischermann Associates' and the JLT <br />Group. However, given the proposal by Sherman Associates for senior housing in Tract <br />1, staff would advise that the analysis include this option. Brad Martinson, Chairman of the <br />Northwest Quadrant Financial Task Force reported that of the proposals received, Colliers <br />International provided the best fit for the City. Jeff Patterson, Director of Corporate Services for <br />Colliers International was available for questions. Report No. 08-276. **Moved from ConsentAgenda <br />Councilmember Doffing requested this item be moved to council business for discussion; her question <br />was related to the reason this item was coming before the council for approval, 6 years after the project, <br />additionally Councilmember Doffing questioned why the City was incurring charges on a County <br />Road. Director Wyffels reported the County was likely very delayed in its bookkeeping. The City's <br />portion of the project was related to any additional improvements; curb and gutter, landscape <br />improvements, and a shared cost with the County for traffic lighting. Councilmember Doffing stated <br />she has noticed the City is taking responsibility for more projects, that should be levied through <br />Ramsey County, and suggested the Council take some time to develop a policy pertaining to this <br />matter.
