Parks and Recreation Department Recommendation: Council should review <br />the services offered by the Department and provide direction on which services <br />should be offered and which ones no longer need to be offered. Staff would <br />certainly present information on programs in an effort to assist Council in arriving <br />at their policy position. <br />2009 Budget and NWQ <br />There have been concerns expressed about whether the City will have resources <br />to pay for the debt service associated with the Northwest Quadrant project. <br />Further, it has been suggested that the City should cut the city budget to free up <br />revenues to put towards debt service payments. I am enclosing "no <br />development" pro formas that are meant to answer two important questions. First <br />is there enough cash available to pay for debt service payments. If you review <br />the spreadsheets and look at line 17, it will become apparent that there is enough <br />cash flow to pay debt service and that there will be no need to levy for debt <br />service. The second question is how long will there be cash available to pay the <br />debt service. The answer is there will be sufficient cash funds until 2025. While <br />this topic could become its own worksession topic, the main reason for <br />introducing this information at this time is to put the Council at ease regarding the <br />availability of money to pay the debt service obligations associated with the NWQ <br />project for the foreseeable future. <br />Policy Docket <br />I have included topics covered in this memo that will need further discussion on <br />the Council's policy docket. I have included the docket just for informational <br />purposes.
