3. Each individual property shall have their respective quarterly sewer charge <br />determined by their winter quarter water usage. <br />4. if a residential customer's water service is not metered by the City, the sewer <br />consumption fees shall be based on a consumption rate of 22,000 gallons per quarter. <br />For all other types of customers, the fees shall be set at the City average for similar <br />occupancy. <br />5. If there is no winter quarter water usage for a residential customer, the quarterly <br />sewer usage fees shall be the minimum sewer charge. <br />6. For a new residential account which did not exist at the time of the winter quarter, or <br />in the case of a change in ownership for a home which occurs after the winter quarter, <br />the sewer consumption charges shall be set at 22,000 gallons per quarter. For all <br />other types of new accounts, the fees shall be set at the actual quarterly water usage <br />until the next winter quarter. <br />7. Whenever there is an unpaid, outstanding balance on a customer's account as of the <br />next business day after the due date, a fee of ten percent (10%) shall be charged on <br />the entire unpaid, outstanding balance. <br />8. The charges for miscellaneous items, such as meters, repair work, and special <br />services shall be equal to an amount which permits the City to recover the costs <br />associated with the item. <br />9. When actual usage is not obtainable from a residential water meter, a non-refundable <br />fee of $25 per quarter per meter shall be charged and the sewer will be based upon a <br />consumption of 40,000 per quarter. <br />10.
