MOA Memo <br />November 7, 2008 <br />Page 2 <br />Financial Impact: <br />None. <br />Explanation: <br />Since this past summer, staff has been working with our legal counsel in <br />Washington, D.C. on the historic review process of the Butcher's Spur abandonment. <br />A Section 106 historic review was completed in July and submitted to the Minnesota <br />State Historic Preservation Office (SHPO). The SHPO concluded that the Butcher's <br />Spur met the criteria of the National Historic Preservation Act (NHPA), but that <br />nothing of significance was left to preserve. As such, the Minnesota SHPO and STB <br />want to enter into a Memorandum of Agreement (MOA) which memorializes the <br />historic analysis that was done, but will not require any mitigation or other efforts <br />concerning the property. The good news is that the City will now be able to finalize <br />the abandonment process and move on with the redevelopment of the Butcher's <br />Spur. <br />0 Costs and Funding: <br />None <br />Grant Feril4lius <br />Community Development Director <br />
