Black distributed financial data on environmental costs for the entire Northwest Quadrant <br />development through October 31, 2008. Flahave asked if all change orders were included in <br />these figures. Black replied that they are included and suggested that the projected figures are <br />conservative. <br />East Side <br />Black reported that agreements with the railroad interests have not yet been finalized. The City <br />did not accept the proposal from MT Properties for indemnification on contamination issues. <br />They have requested that the billboard remain for one year after the property is purchased. Staff <br />has contacted Ryan regarding this issue and while they have not heard back from them it is <br />anticipated that it will be resolved soon. <br />The cleanup of the dump has begun, with Block A to be completed first. Cummins has been <br />contacted regarding Block A and staff has been told that the company would make a decision <br />regarding their new location by the end of the year. <br />The cell tower company is differing with the City on the payment of the footing for their new <br />tower. The City's stance is that it will be purchasing the old tower and does not intend to pay for <br />a new one. <br />Lotter announced that the Mounds View School District has approved the special legislation that <br />allows the City to extend several TIF districts by four years. He added that he would like to <br />thank the Mayor for his significant help in getting this legislation passed by the legislature. <br />• Sculthorp asked whether the Task Force would be identifying the anticipated projects and how <br />much revenue each block would need to bring in to meet the budget requirements. Lotter <br />replied that the market study must be completed first, which would show what models are viable. <br />After the study is complete, the Council would be able to choose what they would like the <br />development to be. <br />Benke noted that the Northwest Quadrant was started by community discussion to determine <br />what the public would like to see in the development, instead of just accepting whatever proposal <br />comes in. He believes the area is a great location. Harmon added that progress is ongoing and <br />when the market turns around the area will be ready for development. Flahave suggested that the <br />City should not have assumed the role of a developer and taken on $100 million in debt. He <br />believes that housing will not be viable due to the proximity to noisy freeways. <br />Other Business <br />Black reported that the USPS carrier annex site is complete and the retail site should be <br />completed by the first of the year. The post office has stated they would not move until both <br />building are complete. The Homewood Suites Hotel, located at Old Highway 8 and Highway 96, <br />will start construction soon. The Eagles will soon construct an outdoor dining patio since the <br />Council has approved a small code amendment to allow outdoor dining. Bell Pole and Cheetah <br />Precision have started construction on additions to their respective buildings. <br />Adjournment <br />The meeting was adjourned at 7:55 a.m. <br />
