F-7 <br />�.J <br />lrPARKATIM <br />I <br />Special Order of Business Item No. 3 <br />January 13, 2009 <br />the city that works for.you <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Report on 2008 Civil Service Commission <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />Explanation: <br />Comments attached <br />The Mission: <br />Civil Service Commission <br />The Civil Service Commission is a citizen committee that meets at least once a year to consider <br />the hiring and promotion of police officers. It also serves on an as -needed basis for hearings on <br />disciplinary actions. <br />Current Members are Karen Mann <br />William J. Kerns <br />Staff Liaison: Robert Jacobson, Director, Public Safety <br />The Commission meets annually in February and as needed based on the Police requirements <br />and to address any changes or amendments to Rules and Regulations for the New Brighton <br />Police Department. <br />The February meeting was conducted and appropriate business was conducted that included the <br />approval for the initial procedures necessary for the hiring process of an additional police officer <br />for the Department of Public Safety. <br />The Commission subsequently met again on May 27, 2008 for the presentation and approval of <br />the Civil Service List/Police Officer hiring process to proceed. This process would include <br />resume submissions, first interviews, and second interviews. Three potential individuals were <br />selected from the second interviews for final consideration. A motion to approve the Civil <br />Service list was made, seconded and approved by the Commission. <br />Subsequent to this approval to move forward with the selection of a new Police Officer, the <br />developing financial and budgetary conditions have delayed further consideration of hiring an <br />officer during the approved budgetary time period. <br />Report Submitted by: <br />William J.
